The 2025 rollout of the CBDRM9 (Community-Based Disaster Risk Management) program represents a landmark initiative for the state of Selangor. Organized by the Selangor State Government through the State Disaster Management Unit (UPBN) under the Office of the Selangor State Secretary, and supported by the National Disaster Management Agency (NADMA), this proactive project was implemented by the National Disaster Management Association (NADIM Malaysia).
The program spanned nine months, beginning on 11 January and concluding on 13 September 2025, specifically designed to increase the resilience and preparedness of local communities across all nine districts in the state.

Program Background: A Legacy of Collaboration
Selangor has distinguished itself as the first state in Malaysia to conduct a CBDRM program across all its districts. This initiative serves as a continuation of the SeDAR Malaysia-Japan Project, a four-year collaboration between the International Research Institute of Disaster Science (IRIDeS) at Tohoku University, UPBN, and the Disaster Preparedness and Prevention Centre (DPPC) at MJIIT, Universiti Teknologi Malaysia (UTM) Kuala Lumpur.
While the earlier SeDAR project focused on four specific communities, CBDRM9 was realized to expand these scientific disaster risk reduction (DRR) skills to all nine districts, acknowledging that every area faces unique hazards and requires specific mitigation strategies.
Vision, Mission, and Strategic Objectives
The core vision of CBDRM9 is to build a Resilient Selangor by turning disaster preparedness into a national aspiration and a local habit.
Our Mission Pillars:
- Understanding Local Risks: Utilizing community experience to help technical agencies with different portfolios manage localized disasters.
- Strengthening Communication: Enhancing resident knowledge through risk communication and the introduction of Early Warning Systems (EWS).
- Empowering Local Champions: Identifying and training “Local Champions” and identifying local resources that can be deployed effectively during an emergency.

A Unified 9-Series Framework
To maintain a high standard, all sessions utilized a unified framework, comprising five modules, developed by expert facilitators and the secretariat. These modules are aligned with the CBDRM guidelines published by NADMA. This ensured that the quality of training, including professional presentation slides and participant notes, remained consistent from urban centers to the coastal plains.
The Journey Across Selangor: District Series & Reports
The program followed a chronological journey, with each series producing a technical report that documents localized hazard mappings and community action plans
Series 1: Gombak
The inaugural series established the reporting standards for the entire state.
Series 2: Hulu Langat
Focusing on inland hazards and localized response strategies.
Series 3: Petaling
Emphasizing urban resilience and community-led emergency communication.
Series 4: Klang
Vital for coastal safety and preparedness for maritime-adjacent risks.
Series 5: Sepang
Addressing the intersection of residential growth and environmental hazards.
Series 6: Kuala Langat
Developing community-based solutions for the district’s specific geography.
Series 7: Kuala Selangor
Protecting diverse agricultural and coastal livelihoods through better readiness.
Series 8: Sabak Bernam
Integrating northern communities into the state’s resilience framework.
Series 9: Hulu Selangor
The final series completed the state-wide circuit, involving coordination with the Hulu Selangor Municipal Council (MPHS).
A Benchmarking Record for Malaysia
The completion of this nine-month journey has placed Selangor as a benchmark for other states in Malaysia. All data and findings have been synthesized into a master record that serves as a definitive resource for future disaster planning.
The entire project was commemorated with a closing montage video, showcasing the collaboration between residents, state agencies like UPBN, and supporting organizations like NADMA and NADIM.
